The Relatives as Parents Program (RAPP) was initiated in 1996. It is designed to encourage and promote the creation or expansion of services for grandparents and other relatives who have taken on the responsibility of surrogate parenting due to the absence of the parents. The program awards seed grants of $10,000 over a two-year period in three categories: local, regional, and state public agencies. Click here for more information on our RAPP initiatives.
Currently RAPP provides extensive services, primarily to relative caregivers caring for children outside the foster care system, in 44 States, the District of Columbia, and Puerto Rico. As part of our sponsorship of RAPP, we conduct our National Orientation and Training Conference and provide technical assistance through site bulletins, a listserv, our annual newsletter, conference calls and webchats to facilitate opportunities for networking and information exchange.
Up to five public state agencies will be selected to receive grants. Agencies from the following states are eligible to apply: Alaska, California, Colorado, Iowa, Minnesota, Mississippi, Nebraska, New Mexico, North Dakota, Rhode Island, South Dakota, Utah, and Vermont. The deadline for the submission of state proposals is January 7, 2010.

We are pleased to announce the Relatives as Parents Program (RAPP) Local, Regional and State Seed Grant Initiatives for the year 2010. RAPP is designed to encourage and promote the creation or expansion of services for grandparents and other relatives who have taken on the responsibility of surrogate parenting when the biological parents are unable to do so.
The deadline for the submission of local and regional proposals is Thursday, December 3, 2009. Selected applicants will be invited and required, as a guest of the Foundation, to attend our National Orientation and Training Conference to be held April 30 - May 1 in St. Louis, MO.
